Im making a port for my map 'Hac, Russia' and i need to use water... duh. So, i select the texture going

textures -> usage -> tools -> clip_water

All seems fine until after i have selected were i want the water to be the water texture disappears! I tried this with clip_player it doesn't work with that either. What is wrong?

(the texture only disappears when i deselect it not when i have it selected)

The water I use is Textures/Surface type/water/water_duhoc

the problem you had with your water_clip and water_player_clip textures was that you had your filter set to block these. all water_clip does is make you character float in the water, and water_player_clip makes your character walk on water.
