Russia has severly lagging behind in their commitment to ISS and they've just been sending supplies, the priniciple entity involved in the assembly of ISS is the US.

PF, as you probaly know, since the dissoloution of the USSR, Russia hasnt had nearly any money to put into it's space program. The amount that NASA allocates to aeronotic (sp) research alone is more then the Russian space agency's budget.

If the Soviet Union era funding was still around, Buran would be flying and the US and Russia would have gotten alot done, but no Russia can barely afford to put to guys into orbit without asking for money.

they don't have money for the space program but they have money for hypersonic missiles.  nice.
