in Photoshop freehand w/ just my mouse... It's time consuming, and it'll put you on the fast track to carpal tunnel, but it's possible.
(picture's not done, and I know none of you are suprised at the subject, so don't even bother)

[rant]Sonic was ruined, like many things (including my last job) by middle managment. Too many companies think that quality comes from wherever you make profit. When in reality, profit comes from wherever you make quality. That's why so many good things, characters, video games, movies, TV shows, and products fall apart in time. Anywho, I sorely miss the days of the Genesis. I really think that the obsession with ultra-realism in gaming today, takes the fun out of some of it. I like cartooney, I like wacky physics which sometimes glitch, I like 'out-in-left-field' stories. I don't like true to life physics, super lifelike graphics, and plausible storylines. If I want reality, I can step outside, video games should be fun and phony.[/rant]

Not that hard.  I just wanted to try it fully free hand.  The other ones I did were done using the photograph a lot more... I had it as a layer in the photoshop.  I never painted on it or traced it, but I would switch it on and off to compare.  That's how I did the one in my profile.  I wanted to make sure I could do it totally free hand, though.  So this one I painted in Photoshop, with the photo on my second monitor in the Windows Picture/Fax viewer.
