I just want to be able to edit out pieces of a .mp3 or .wmv file. Any programs I can download?

For a lot of songs? I have Cool Edit Pro, but the trial of it stopped getting distributed a while ago...if it's just one/a few, I could do it for you.

There's still a commercial trial available, but the software changed names to Adobe Audition. It has some new features that Cool Edit Pro doesn't, so if you need any advanced stuff you can get that, as well.

One free sound editing program to rule them ALL. For this program to be free, it is amazing. Definately recommend AudaCity.
