I have custom textures in my map, and when I put a decal on the custom texture I cant see it, when unselected, the decal does not even show in radiant, when you select where the decal is at, you can see it.

Is there something I have to do to get the decals to appear all the time and not only when I select it.

open up Radaint, top left select View then select Show then a drop down list should appear then select Decals

Sounds like you compiled it a bit wrong using Asset Manager. Make sure the sort is correct. (P.S. I can not test it Asset Manager does not work here[2guns])

The only way I have been able to do this is to hold the decal one unit off your other custom texture if it looks like it's floating go to grid and hit snap to grid and u will be able to get it closer

i had the same problem some months ago, (custom) decals do not appers on (custom) textures..
i guess it is a simple assetmanager-fault (maybe setting them to DXT5 or sth like that)

it's rather the sorting: there are entries for decals etc.
you may try decal - static decal or decal - top 3
