I was pretty surprised when I found this post on CGChannel.com regarding mapping for Grand Theft Auto III and Vice City. Moo Mapper is a beta mapping utility that is suppose to let you edit maps for this awesome game. The latest release even comes with a brief tutorial to get you started.
