Gamershell.com reports that as of the "Igrograd Exhibition" of the game in Kiev/Ukraine, development is almost finished. This event took place April 14-17. Gamershell has the video available for download.

Oblivion-Lost.com has posted impressions on the multiplayer tournament they were able to experience.

Now just because they report the game as being nearly finished doesn't mean that it's true. I was able to play in a mini-tournament at E3 last year when the game appeared to be nearly complete.
