How do I make the imag just one or stretch it out so its just one town and not 4 of them?

Select 1 face (CTRL + SHIFT + Left Click) and hit S and click Fit. or type in come custom numbers to stretch the texture out.

I would suggest that instead of using a brush to create that back drop i would use a curve patch instead..Then fit to patch..
