Depends on what kind of fence you want. Can you provide an image of a fence you want to make?

Just a regular chain fence. I am having trouble making it look real and be able to shoot through it.

The chainlink_fence texture in this Radiant looks like it is intended to be used in conjunction with the clip_missile texture.

First, draw the length of your fence with the clip_missile texture and size the brush how you want. Make the brush very thin by selecting 0.25 from the Grid menu.
Next, select only one side of the brush (Ctrl+Shift left click), and give it the chainlink_fence texture. You only need to texture one side of the the brush with the chain link because it will show through on both sides.
Now size the chain link texture how you want with the surface inspector.

This will block players on both sides of the fence as well as grenades, flares, satchels and the like, but will allow bullets through.

Most excellent instructions. I just have one more question. Didn't I read somewhere not to use less than 1 or the radiant program would see it as infinity and not compile? is that true or not?

That may have been the case for some previous versions of radiant because they didn't have grid sizes less than 1. I didn't have a problem compiling when I tested and played my map, but if you feel more comfortable with 1 then use that. It will still look flat because you're only texturing one side of the brush.

I tried that (as a matter of fact that's the first thing I tried) but if both sides of the fence have playable areas then you'd need to copy the patch and invert it. This is where the problem is with the chain link texture because it shows on both sides of each patch. Using Lmap in the surface editor will correct the alignment of the texture but you still have the 2 textures fighting and the fence "flickers" when you walk by.

(the only way to find out if it has two sides is to paint a face with it and the opposite face then see if its doubled)

Two sided decal::

Patches;
Just use one patch

brushes;
You use Nodraw, drag out a brush any height you want your fence at, width does not matter.

Texture is one sided::

brush;

if your using a 1 sided decal then obviously width does matter so change the brush to suit, making it really thin and texture both sides with the same texture.

patch;

make 1 patch, texture it and align the texture as needed. Now copy the patch, place it over the first and invert it. Now press middle mouse on the first patch (3d window) to copy the texture and shift+ctrl+middle mouse) over the second patch to paste.

With the chain link texture you can't use No Draw because only one side of the texture has collision, the other side stops nothing. I found that drawing a brush with clip_missile to be the easiest, best looking and most effective way to use this texture. Try out all the suggestions with the chain link texture (which I have) and see what results you get. Using a patch will sometimes result in the fence not even being visible in game.
