Woah, looks like a bad patch (possibly a duplicated one?) if lmapping it does not work, re-build it.

I got this in CoD4-Radiant too. Simply a display problem. In Radiant go to Textures -> Render Method and change it from 'Full Bright' to 'Normal-based Fake Lighting' or 'View-based Fake Lighting'.
