is there a setting somewhere to keep FX visible at all distasnces??

Here is a screen shot of my map. Its going to be a sniper map. I would like to add some kind of effect at the bottom of the buildings so it appers high up.

Any suggestions on what I can do?

Dang it, tried to edit but was to late lol.
I have tried a number of fx and the setvolfog all to no avail.
the clouds seem to have worked the best except they are in the sky and I kinda need em on the base of the buildiings

Got it to work a while ago and just wanted anyone searching to know how.

simply just took the setvolfog from another gsc and put it in mine and tweeked to my needs. plus adding in some smoke fx.
