An actual, fully working COD4 MODTools? Mine is missing textures, body parts of the in game players, and throwing errors while using prefabs provided with the editor. Could it be that I have a bad copy? Can someone send me a fully working version?

Everyone have the same tools. But its not everyone that use it wisely. Prefabs loading problems come from the Tools not updated with the 1.1 patch. Images missing ( prefabs, xmodels, textures ) can be found Here. Even the Chinatown images can be found Here, all you have to do is to transfer the iwi and material to your folders. Radiant is like any other program. You can update it by your own. Edit: You copy/paste the images in your Docs/model_pics edited on Aug. 27, 2008 01:37 pm by Nemo06c

You can download the tools from this site (see the download section on the left). If those don't work, my guess would be your computer can't handle the editor. What videocard do you have? Did you update your video drivers to the latest version? Did you install .Net (download it from the microsoft homepage)?
