Kinda depends on what you want to mod... weapons? Start in the weapon files... skins? Start at the skins... etc.

The tools can be found in the download section. There are tutorials on this site, that's a good place to start.

Yes. you want to make a map, so mapmaking tutorials are probably a good way to start. There is a very good videotutorial called 'getting started'.
