how can i make my mod a server side mod with a separate part that the client downloads?

The server side mod must include svr in the name.
mymod_svr.pk3
my_svr_mod.pk3
svr_mymod.pk3
should all work - I know the middle one definitely does. This is true for coduo 1.51, not sure about earlier versions.

ok that seems easy. but what about which files must be included in the client and which are in the server?

its not a big deal as my mod has nothing worth protecting and isn't big enough to matter about size. i was just curious.

Anything that is included with, can be serverside

Anything that has been created using maya or radiant for example must be serverside and clientside

ie.
new map or model, server and client side
ammo loadout, number of grenades, server only
