10 years old post, but since there is still no real answer i would add this. I am running mod tools on ATI Radeon HD 5570 and Win7 with no problems. No texture problems, and everything else works fine. Downloaded ModTools v1 from filefront with patch 1.1. Try running the converter from ModTools. Try installing those mod tools you have on some other computer to see if you will have the same problem.
