Alright, so whenever I'm in the Cam window and I press either F3 or F7 to set it to render in realtime, the previous image of the default editing image freezes and stands still until i turn off render realtime. I am running on Windows Vista 32bit with the setting at high and antialising turned off.

Any help would be much appreciated.

I suspect this is a vista related issue.
I assume you are not stretching the editor across multiple windows as this could cause such an error.
Try putting the editor in windowed mode (not fullscreen). Go into realtime render mode and drag the window around. Does the render smear or stay as a still image? If it smears, the I think the issue is Vista. If it does not smear, then you may be able to fix it, but I don't think I know how. Perhaps someone else can help if that is the case.

Whenever I move it, the Cam screen turns white

That means the video is not freezing, but rather cannot be rendered. I think this is an issue with vista. But I do know it's a video rendering issue.
