I had the same problem and was told to do the following:

In the Call of Duty 4 root folder, find the folder called raw. In there you should find the shader_bin folder. Copy that. Make a new folder at root/raw named raw. Paste the shader_bin folder there. Next go into the xmodel folder. Make a new folder called raw and paste the shader_bin folder in there. Last go to root/map_source/prefabs and make a new folder called raw and paste shader_bin folder.
You should now have the folders in these locations.
root/raw/raw/shader_bin
root/raw/xmodel/raw/shader_bin
root/map_source/prefabs/raw/shader_bin
It now works for me, Now I just need to find where the buildings are. |

ok I think we all agree the shader_bin copying fix works.
but what about this one? :

edit:
btw, the same type of error happened to me when I selected a specific "usage" in the texture menu. by opening mp_backlot, then coming back to my map, I got to it to work without the error. anything similar happened to you as well? btw, a shader error, as far as I now, refers more to textures than xmodel or prefabs themselves no? (rather, textures ON models...)

I also just remembered that I have not updated my graphic drivers, nor NET 2.0, before trying out radiant. I think I'll do that before trying any fix. (when i'll get home from work) Who knows, that might fix it. Any of you have the error with updated drivers and framenet? Any @ modsonline do not have the error?

Now for the prefabs
Now you need to make a copy of the same raw folder with the shader_bin in it so you have a folder called raw with shader_bin in it
Then you need to paste it in the prefab folder which is in the map_source
C:\Program Files\Activision\Call of Duty 4 - Modern Warfare\map_source\prefabs
Right now for the boring bit
you have to copy and paste that raw folder with the shader_bin in it to every folder in the prefabs folder if you open a couple of folders eg aftermath and ammo_pickups you will see that the contents are differant
AFTERMATH has other folders inside and AMMO_PICKUPS dont
so you need to open 1 at a time every folder in the prefabs folder but not whats inside them
So you open aftermath and paste the raw folder with the shader_bin into it
But when you open the ammo_pickups theres no need to paste the raw folder there as there are no other folders inside it
