Is there anywhere I can find a list of script commands other than in my DOCs folder? Not all are listed there.

Which are you missing? Because for as far as I know, they're all there.

There are the scripting tutorials for CoD, UO and CoD2 which might help you, and there are ofcourse all the stock scripts (gametype scripts for instance).

No, they're not all there unfortunately.
And some that are there are for SP only.
You'll have to ask IW for that.

Try going to the scripting section of IWNation's scripting forums for CoD2. You should be able to find some undocumented functions in some threads there. I remember seeing a thread of some people talking about a function, also used in C++ or similar anyway, that you can use to create a .txt document with something like the admins of your server in it. Then have some code go into that document and check who is admin.

Also, JTR on the Unbound Forces team i think posted in that same thread on IWNation saying he has a list of commands not in the Docs folder. You can try asking him.
