Well, it is and it's the reason they don't plow. We have millions of those things epoxied to the road.... it would cost a bit to replace the ones that got scraped up by plow drivers who were good at plowing...  *shrug*

I think that's part of it.  Mostly, it's just to make the lanes visible on multilane roads during the the long, rainy dark or winter.

PS.  Another inch or so of snow coming tonight.   Many people are not bothering to go into work... inch of snow a comin'!  It's not that it's a blizzard, it's just that people don't want to drive home with other people who have never seen snow before.

Here, in the practical Midwest ( :p ), they groove the concrete on the shoulder to make 'rumble strips' to wake people up.

OUt here in the (full)west, we have those too on newer roads...  the bumpy things are mainly on city roads or older highways that haven't been resurfaced recently...  I think they inset the reflectors nowadays.
