People will pee, puke, and possibly have sex outside.  Alcohol is a funny thing.

Personally, I see it like this: Here in the US (not sure where else) we have been slowly converting to automatically flushing toilets.  Why?  Because people (men especially) would pee at a urinal and not flush.  A quick, 2 second maneuver and they wouldn't do it.  As a result the smell of urine can accumulate for several hours (with people not flushing).  This mainly happened in rest stops.  To solve this, they installed IR sensors that would flush when you walked away.  Personally I feel that any society that has a problem of people not flushing the toilet is a society that needs more then a fancier toilet.
