IIRC (if not vaguely) one of those councils would be the people who came up with the EU "proposals for directives". One of the other groups (the ministers?) would be the group that would enact the legislation into "directives". It would then be the responsibility of the member states to enact those EU directives into their own law.

I had to learn this years ago when "CE marking" was starting to be put into law in the EU states. For a CE mark turn your laptop over and you will see one. We saw it coming as a directive but then had to figure out how to handle the ce marking process for each country we sold to as they inacted their own monitoring and enforcement regulations based on those directives.
