Essentially, Bush is covering his legal butt on the guatamola prison issue just incase hes actually done something illegal. You know, because all great men are persecuted unfairly....

Well, if the criteria for how to treat gitmo prisoners is going to change, it only makes sence to add a provision to protect yourself for what you've done before it was passed.

Well the good news is he's only immune in the US, since we all know US law doesnt apply outside of the US, he can still be tried in an international criminal court if he is ever brought up on charges in the future.

This is written in the Geneva convention. It's not new.
Bush want to protect himself from what the next government could find he never did that would go against Geneva.
