They'll never do it because they know #### well that noone is going to buy a (literally) empty game.  What's next?  Teken 5 with pay per fight characters?

What kinda worries me is an attitude that some of the commentors on that site have.
Saying that it's not a bad thing because many people only ever use one car in that game, so all they need to do is buy that one car. And those who really want all the cars are probably willing to pay for all of them.

There were several comments with similar statments.
This worries me because if that attitude begins to prevaile, the next step will not being able to own any game at all, even on PC.
Rather buying the game you'll just rent it, and maby it's only good for a few months or maby you make monthly payments of 4 or 5 dollars.
But then when ever the sequel or just the next big game comes out they can drop the old game or raise the price of the old game because it costs so much to keep servers and things running for both the old game and it's sequel.
And some might say that's not bad at all since those who really liked the old game will be willing to pay and those who are not will just move on to the sequel.

Now that might seem like it's going a bit far. That something like that could never happen but think I really could, maybe not exactaly as I said but something along those lines where we end up pay 4 or 5 times as much for only a tenth of the product that we did before.
And with M$ moving ever closer to turning any windows PC into just an xbox with 'extended functionality', I think it's very much a concern for every gamer whether they play consoles or not.

[edit]And as far as this being real or just a rumor, It's my bet that they threw this out and are leaving it unconfirmed to "test the water". To see if enough people would be open to it.
If not they can come out and say it was just a rumor and it's not true, but if enough of the fans are willing to go for then they would give it the green light.

^^ There's certainly a risk of that, although 'ownership' of intellectual property in the form of storage media has always been flakey.  Sooner or later, this sort of thing, DRM and the like will go by the wayside as consumers en masse are gonna say "I'm mad as héll and I'm not gonna take it anymore!"

As for the 'pay-per-play' schemes like this, I think we can accurately fault dumbasses who pay $2.99 for ringtones.
