Where can I purchase a wacky waving inflatable arm tube man as seen on Family Guy and most used car lots?  I want to buy one as a practical joke on a friend and place it in his shower when he comes home from work none the wiser.... any ideas?  Do note I need one 8 foot tall or the gag will be ruined.

Actually it's unlikely he'd be electrecuted even IF it did short while he was standing in it.  The electricity would flow to the drain, harmlessly under his feet.  He might burn his feet badly, but that's about it.
It's only deadly when the shortest path to ground is through your heart.

What if the toilet is leaking, and he stands barefoot in the puddle as he turns on the shower, which creates a powerful enough stream to transfer the electricity to the piping, through the valve across his heart and out through his wet feet?
