Is there a version for Windows 64 bit,or will the 32 bit version work on Windows 64 bit.

of course the 32bit version will work just fine in winx64.

So far, icculus.org/quake3 hasn't been ported to Win64 yet. For linux-64, it uses "gnu as" to compile 64 bit code from the .qvm files. Someone would have to write something similar for windows or you'll end up having only interpreted VM which is alot slower.
CheapAlert is right though, the 32 bit version will run on 64 bit systems too as long as 32 bit compatibility libraries are installed which should be the default anyways.
