You can change the bandwidth option in sof2 to 56k, idsn, dual isdn, dsl, cable, t1 and lan. You can do this in the network options screen within sof2.
You should set it to be lower than your actual connection. In other words: if you have a slow cable connection, set the bandwidth option in sof2 to dual isdn.
If you set it too high, sof2 will try to utilize more bandwitdth, which you don't have, possibly causing a lag.

However, most of the time lag is not due to this setting. Often you'll find that insufficent upload is the problem. This can be due to spyware on your pc, trying to "phone home" all the time. Try browsing to an online bandwidth tester. A good one can be found at:
http://www.t1shopper.com/tools/speedtest/
Choose a site located in your country and see what your upload/download speeds are. If your upload is lower than about 8kbyte you might get in trouble. If it is higher, it might have something to do with an unstable router.
If you have a router which connects you to the internet and it drops packets often, you might experience lagging in sof2, while you don't have any trouble using internet explorer, msn, or whatever.
Another thing you should convince yourself of, is that you are not running any download programs when playing sof2. Also, some download programs, like bittorrent, can remain active in the background even when you closed it down. Make sure it is not running in the background.
A final thing I can come up with is a thing called maxtcpsize. TCP/IP is a packet based connection. Packets have a certain size. Not to get in any details: did you play around with things called MTU, MSS, RWIN, GlobalMaxTcpWindowSize, TcpWindowSize at all? If you don't know, the answer is probably NO, ruling out this possible cause. If you did indeed change values of any above mentioned value, than this could be your problem. If your packet size doesn't somewhat match the one generally used (e.g. on sof2 servers), you 'll likely get connection problems. However, if above mentioned is the cause of your trouble, you should also have trouble downloading from the internet.
If you don't have any idea what I am talking about, drop it, because in that case you didn't change those values. :-)

Well, that's about as much inspiration as I got at the moment.
Goodluck! Hope it helped.
