Maybe some of the mod makers and mappers can answer this one.... In my server i have my bots listed like this:
seta bot_enable "1"
seta bot_minplayers "4"
seta bot_challenge "0"
seta bot_nochat "1"
seta bot_grapple "0"
addbot batman 1 red 0 batman
addbot homer3d 1 Red 0 homer3d
addbot lara 1 red 0 lara

I have a bot "skill" problem the bots are fine as long as no one plays in forum they stay at a low skill...but if i get 4 real players playing in the server and then say one real player drops out then of course a bot comes in to play to fullfill the bot_minplayer 4  command  but the bot (or bot's) that come in are at skill "5"
I run the sffa mod thru command line and .cfg files .......and them bots are really some tough ones  I can fight them ok but some do complain about it any suggestions??

well ....does any one have ..any ...idea on how the bot skill command works?  I have done a lot of googling on this to no avail!!
surley one person knows what is going on with this...dont be shy....any answer is better than nothing!

The only thing I can think of is you have the line repeated in the same cfg with another value set or mabey there is another cfg file that is being read by ef when it loads a bot.

Normally there is a command that determines the general skill of your bots on your server (bot_skill or something like that). In your addbot you add bots of skill 1 to fill up the server. Now, when a player enters that bot leaves due to the maximum being four. When the player leaves another bot comes in, but instead of using the addbot with your values, it uses the general bot_skill value. => High level bot

exactly the way i was seeing it on my server......but like you said there is surely is a overall command I can use while those high bots are playing to lower there skill back to 2 or 1 skill, i know that it is not bot_skill.. i tried that one.........so thanks UniKorn ..if any one else has any thought's on this please post it ...thanks again guy's
