You need to ask Lucas if they have any plans to have another JK game in the near future as they are the ones who still hold the rights to the series.

There are already games out/in development with a number of the features you seek:
Star Wars Galaxies is an RPG that allows players to explore Star Wars worlds, fight against one another, and build player cities.
Star Wars Episode 3 is another Jedi action game, set during that film.

Some food for thought:

A key component of the Jedi Knight series is the singleplayer storyline. Because that story focuses on Kyle Katarn and he does not become a Jedi until after RotJ, it is impossible for a Jedi Knight game to be set during the movie eras.
