Im not too sure what level I'm in. I can only describe that I passed the underground where the water was flowing and now I'm in another level. It has a gaurd dog that attacks you. There are army tanks and firing going on, but I don't know how to unlock doors. I've climbed to the very top and come across this big door that is locked. To the right of that is a old ripped fence that is broken. How do I unlock to go to the next level

If the fence you are talking about was broken by a tank shot, then you should look by there; watch for a broken pipe where you can jump down and get inside it.
