I only played a few of the levels of 'Wind Waker' at a buddies house cause I dont have a GC, so in the end does the water recede or what happens?

the thing with sega was everytime they released a console the announced they had a new machine in r&d so only a few hundred thousand sold before they started to reap back the profits

Yeah, they should wait a while after releasing a new system, and gather up some money, so they'll have enough to start on the next one.
