I have no experience running an SoF2 server on Windows Server 2k3, but we're running all 2k3 servers on our machines at work and they work great for everthing we're running off of them. I would say that 2k3 would probably be one of the best Windows Server OS options right now, as long as you have access to a copy to use.

W2k3 works great for running a dedicated SoF2 server (or any Q3 engine). I did it no hassles at all until my beta license ran out. Oh, and that was on the RC1 and RC2 betas.
