r_picmip "x" doesn't actually improve framerate, I can suggest a few changes that might though.

r_dynamicGlow "0"
cg_renderToTextureFX "0"
r_vertexLight "1"
r_depthbits "16"
r_stencilbits "0"
r_colorbits "16"
r_texturebits "16"
r_smp "0"
r_subdivisions "999"
r_lodbias "2"
r_fastsky "1"
r_dynamicLight "0"
r_simpleMipMaps "1"
r_ext_compiled_vertex_array "1"
r_ext_multitexture "1"
r_primitives "0"
r_allowExtensions "1"

Use either 640x480 or 800x600 as your res.

Hopefully all this should go some way to improving your framerate.

i find that increasing my monitor resolution from the stock 60hz in xp to around either 85hz or 100hz,with either before,a tweak on my vid card with utility tool,
to when i had my geforce4,with coolbits, and now with my 9700pro,i use the disable refresh rate fix.
that always smooths it out.
