1. I want to editing the textures such as elec and energy from borg texture directory. I want to making them to illuminate just like ribbing2_energy shader (also located in Borg) does.  How I do it?  What programs I need to do texture/shader editing?

2. How I get map files out of maps such as official EF maps? I just want to take a look at maps for little tips...

to edit texutres you need an image editing program.

for shaders you need notepad.

there are a number of Raven's .map files avalible but not all.
the lates version of Q3map2 can decompile them into .maps but it isn't perfect. more about it here.

For your first question: you can edit/make shaders in a friendly way using Q3ASE. It was initially designed for Quake 3 but works fine for EF too. The good about it is that it gives you an instant preview of the shader you are editing.

There are plenty of image editing programs, but most of them are shareware unfortunately. However, I know about 2 freeware that are really worth the try:

1/. Project Dogwaffle. This is a complete painting program with unique features. It supports alpha layers and has nearly 90 built-in FX filters!

2/. Ultimate FX. This is not a painting program as its sole purpose is to apply FX filters on images. You won't be disappointed with the free version.

What? Which map files haven't been released? I was sure they were all out! And the original version of q3map could decompile maps too, but as you say they're not perfect (they suck hehe)

well ok, I don't spend much time looking for .map files

go to the Splash Damage forums to see the holy wonder that is Q3map2.
and get a further exlpanation of the decompiling stuff.

Hey, is it easier to do alpha textures in Ultimate FX or Dogwaffle than it is in Photoshop?  I've never been able to figure out how to do it in Photoshop, even though many have explained it to me.  This is one reason I've never been able to use custom textures/shaders in my maps.  Without an alpha channel, there's lots of things I can't do.

I don't have Photoshop but with Dogwaffle it is pretty easy and fast to achieve alpha channel: you simply have to select the portion in a picture you want to be transparent, then go to the "alpha" menu and select the "store alpha" command; there, click on "invert alpha" and then the "add" button; that's all! Just remember that the black part is the one that will be transparent in the image (I always forget about this!). Also, if you plan to use it, get aware about the keyboard shortcut reference, so you won't ask yourself questions about how to move a selection... In any case, Dogwaffle is easier than Paint Shop Pro in this area, though the latter has better selection options  :)

Sorry....I was confused.  I thought Q3map2 was Q3map2 Toolz itself.  I learned that they're completely different programs......so I had Q3map2 downloaded and unzipped.

Uhhh.....Where heck I would put Q3map2 in?!?
I tried it in Radiant folder but it dont worked. :O

put it in the GTKradiant folder.
not the radiant folder under your baseef folder.
