Tks for the accolades.  In answer to your question, here's the latest info on the sounds.  (the quick and dirty answer is that you have g_globalChatSound set to 0, which is the default and means that only the client that 'says' it and those in the immediate vicinity will hear it.  Changing g_globalChatSound to 1 will mean full volume and *everyone* hears the chat sound, but there's even more options in the latest version.... :) )

vii)THIS FEATURE ROCKS.  Some people don't like hearing the voice spam over and over and over again (myself included).  That is why, in the original version, I added controls such as only 1 sound token per bind, voice flood capability, *plus* the ability to designate whether the voices were globalized or localized.  I have taken it to the ultimate step:  via the new /adm changechat command you now have *3* choices:
(1) /adm changechat l  <-- (that's a lower case 'L')  This will make it so that only the client making the sound and those around them will hear it (like talking to someone in a room). 'l' is for local
(2) /adm changechat g  This will make it so that every player on the map will hear the sound.  'g' is for global
(3) /adm changechat p  THIS is the new capability.  This changes it so that *only* the player making the sound will hear it.  No more being annoyed by multiple voices at once and voice spam.
