Yeah, I know, I meant, why was he there in a Starfleet officer's dress uniform, and then manning the tactical station on Enterprise in a Starfleet officer's regular uniform.

AFAIK every time we've seen a Federation ambassador in formal dress, it hasn't resembled the Starfleet officers' dress uniform, and an ambassador doesn't normally wear a regular military uniform.

Normally I wouldn't care about a small continuity error, but this one bothers me because Worf is supposed to be something different after DS9...

The ambassadors we always saw were non-commissioned! They had never attended Starfleet Academy and where never in Starfleet. There is a difference between Starfleet and the Federation you know. A Federation ambassador doesn't necessarily have to be a Starfleet officer. But in Worf's case he is both.

What does bother me however, is that Worf suddenly was Chief Tactical Officer on the Enterprise while there already is one. But I suppose it's possible that the Enterprise has been flying around for years without a tactical officer waiting for Worf to return

Not strictly true - we saw "Ambassador Spock" in the TNG 2-parter "Unification", but I don't think he was in formal dress for any of those scenes.

I haven't watched "Generations" for a while - does Spock have a role in it as ambassador or ship's crew? The startrek.com synopsis doesn't mention him...
