Ok just to make things clear.

FPS = Frames Per Seconds
Ping = is the latency between your PC and the server

FPS is basicly your hardware limited. You didn't post what system you are running. but in my experience I could even get 200FPS when there were very little action to dropping to 20-30 FPS on raven in the snow outside.
System then was P3-900 with GF4 4200ti 512RAM.

Ping is mostly your ISP and the location of the server that are the determining factors.

If you want to get unlimited FPS try "set com_maxfps 0" (I think this sets the maximum to hardware max.) or you can enter a number as maximum.

Anyway, I believe the motherboard could be very important, because a friend of mine has all hardware lower, except for the motherboard which is higher. And he has about 20 fps more than me. But before you run to the computershop to get yourself that new motherboard, maybe someone else can tell whether or not a motherboard is important for your fps.

it is in the sense that if you've got a MOBO that runs pc100, yur gonna have crap fps.  yes some boards are "faster" than others, but the board isn't nearly as important as what you put in it.
