maxrate depends on your connection.. im at work right now but if i remember correctly (look in your dedicated.cfg file for accurate info, i think it says the rate info there(kuren.org for the file)) the rate is like 6000 for cable modem, and like 8000 for dsl modem.  You lower the rate if you have a crap connection, cuz 33.6 dial up modem's default rate is like 3000 or something.   SO - dont set it to 750, rofl.  
-mechanic, zombietime has to do with how long the server trys to keep sending info to someone who has timed out (i think)
-- for your server... when you say they can connect, but they timeout.. does this mean that they actually get inside teh game or they are stuck trying to connect until they timeout.. If the latter, (assuming windows98 or more recent) try disabling the firewall in your os's network properties..  I dont really think its a good idea but its the only way *that I* can run a sof server...   Also, is it a dedicated server? on a seperate pc from what you play on?

I'm running windows xp.  I think it may have something to do with the maxrate, probably got it set too low.  I can always get players on, they dont timeout,  to me it says they've disconnected. They all disconnect at the same time. If they come back on, and I've asked what happened, they've said they were kicked, (and I haven't kicked them)  I have a cable modem, 1 meg. I've disabled the firewall as well. It is a dedicated server.

Kuren.org/sof no longer exists. I found this line in one of Intruders server guides:
