Is it best to have this on or off...i was on this server and they said its best to have it off..i tested it and noticed that when its off its a delay when you shoot your target...and when its on as soon as you pull trigger a mark is right when where your crosshair is without no delay at all.

i have tried both, without (to me) a significant difference.  i think that i do better with it on, just because it is unsettling for the impact to take a somewhat variable time to appear.  makes me spray more.

really (as u said) only makes a diff on moving target

I personally don't like it (but I use it  :p)

We need to do away with it and go back to learning games old school style.

Yeah with it ON everyone keeps B@@cH!ng about shooting someone for sure in the head and he still turned around and shottied me.. and stuff like that. I'm not complaining or anything but I think it's just more challenging to have it off. I remmember when I was playing UT you had to do all predictions in your head. so for instance if you had low ping and enemy had high ping shoot straight at him. And vice versa.. shoot way ahead of him.  :D

And I know Spike said this in another thread: Impact prediction is best suited for LAN play. (or very low ping)

I still like to use impact prediction... I find it convenient rather than having for me as a LPB having the impact 1/10 - 1/5 of a second later... or up to a second during those nasty lag spikes... I find it better because it seems less laggy to you... But I'd say if you're one to complain about wallhacks a lot, go for it OFF.

I thought with impact prediction on, the deaths are generated client side, and with it off, the deaths are generated server side.  Is that wrong Spikie?  And by generated I mean what the server tells the client as the end result.
