Start your own server, do you have a FPS problem there?

If so make sure you update your chipset drivers.

If not, it's probably lag.

Also make sure you turn off shadows and stuff like that.

I tried making my own server, didn't help.

How would I update my chipset drivers? Someone said buying more RAM would help, but I don't have the money. I was looking for a cheap solution.

go to ur motherboard manufactures website, download the drivers for ur motherboard, followo the instructios with them to install them.

I would also check the chipset makers site. I found a case where the drivers on ASUS's site were old and I had to go to VIA for the lastest [AGP] drivers.

What is AGP aperture set to in the BIOS?

Check your BIOS version. Get the latest if not...
Try restoring the default values in it. You video card may not like a particular option.

Also, remove any "tweak" software you may be using.

If you are running DirectX 9, you should consider going back to DirectX8.1

Make sure no programs are running in the background.

The BIOS *version* should not be a factor, but settings very possibly could be.  Don't screw around with settings unless you know what you're doing you could really screw up if you hit a wrong button.  However, it could possibly be a BIOS issue.

My #1 theory of this is it is your graphics card fan.  Mine went kinda screwed up for awhile, until I packed it away in a box and sent it away for 2 months to Visiontek while it took them forever to fix it... ended up doing crap because the system had re-cooled down.  Just recently the fan had started acting up again, I realized it wasn't cooling properly.  I ordered a new fan from Visiontek (free) and it was here in less than a week.  Check your fan it may be an issue.
