Technically moding a game like this could be cheating, for instance someone could make a scope with just a red dot in the middle so they could see everywhere/  

thats kinda been done toxic. In theory, yes, it could be cheating, but I hope no one percieves this as cheating. Its just *IMHO* a better scope. I concidered soliding out the outer rim, but decided against it, as it would be worst than the original. The main concept here is to change the colours and allow you to see what your shooting at.

I've found it cannot be used on pure servers. I'd actually like to know how to get it to work on SP, but hey.

anything that modifies the gun dynamics is cheating, like the fact that you can see all around yourself, even though you are looking through a scope of a rifle gives you an unwarranted edge over other players...

it shouldn't work on pure servers, and if it does and it changes the way that the rifle is used, it should be kept under rapps by PB

Agreed. If PB doesn't detect it yet, it will. Until then use the pb_sv_getss command of a suspect. If it shows he's using this, you can manually ban him.
Personally, anyone caught using this type of cheat will be perma banned on our server.
It is a cheat. Plain and simple.
