I think what acutally happens here is in the server set up.  If you die - leave the server and come back to the game some servers allow you to enter right in the middle of the game instead of waiting until the next one.  I have played many a games when logging onto the server you spawn right into the action.

On most servers when you log in you are dead and then have to wait until the next session - the way it should be

I think the reason we don't see much cheating is because SOF 2 has more mature players than CS or somethin'.

Yeah, I think Nelix is probably right.  I remember some $%^&head doing the same thing (it may have been on the MP test though)  He would get killed then immediately disconnect and reconnect to respawn.  Just another lamer exploiting the server spawning newly connected players most likely.

It is and they are aware of it.
