I'm not too good with alot of the level design tricks yet, but, maybe you can answer this one for me.

I have a bridge and a river. Nothing super huge, but it is decent size. On one side of the bridge I'm making a tiny little hamlet, and the other side a small railyard.

I don't want the river to curve, cause its along a railline, at least in my area of the game it is. Could I use No Draw or fog for this so my river doesn't get drawn or rendered in game after a certain point?

The game engine will draw everything you see in an open map, even objects you dont see unless you portal your buildings.
But large open maps are always going to have problems, your best bet is to use cullfog and set it fairly low at around 6000 to 8000 units, this will make the engine not draw stuff beyond the limit of the fog from your vision point.
