Using: Selection>CSG>Hollow will hollow a selected brush, but that won't give you the results that you want. Also, many people will warn not to use this tool because it might create errors in your map.

Are you looking the cut a "hole" in the floor? A cylindrical opening?

The button is not there, because it's a bad button. It should not have been in CoD Radiant either.
There is a clipper tutorial in the CoD2 tutorial section, it deals with a house, but I'm sure you van make it work for your ground brushes too.

As for it being a hard question... don't bump your post after 30 minutes. some of us have lives, work, sleep, have friends... we usually answer every post within 24 hours.. if not THEN go around and asking people if it's a hard question or not.

Ya, i'm pretty much just trying to make a tunnel under the town. I have the cylinder made and in place, but I can't figure out an easy way to cut the opening in the ground.

Considering that you are just going to be cutting through a brush, use a cylinder as your template and cut around the outside of your floor/ground opening from the XY Top view.

If you are going to be going through a mesh as well, you'll need to manipulate the vertices to line up with your opening and cut your mesh on those lines.

Here is a sample map/prefab for you to look at. Hopefully you get the idea what to do. It just shows cutting a hole in a brush.

Well, I know how to do this. My initial intention when starting this thread was to see if there was a button for cutting it perfectly.

Well then, use the CSG hollow tool on a tall brush with say, 20 or 50 sides. Remove the brushes you don't want, then miter all of the remaining brush sides, effectively giving you a tall hollow "tube". Other than what I suggested, there isn't a button that can magically do it all in one click. Good luck.
