yes. You even should.. because else everyone will spawn in the same place.

Massive spawn killing is mostly a map flaw. (Poor spawn area layout, etc.)

Your players should spawn in spots that are not campable by snipers. They should be able to check what's going on in the local area and they should have 2-3 ways out of the spawn point into the main combat area. You probably shouldn't cluster more then 2 spawn points together. Players should spawn with their backs against walls / corners to prevent spawn killers from standing behind them.

Take a tour of good/bad maps. Look at where they put spawn points.

On the better maps, spawn killing is possible, but difficult to keep up for more then a minute (before the enemy rallies and drives the spawn killer out of the area). In addition, the spawn killer has to stay on the move, has to worry about reinforcements spawning behind them, and can only kill a single player at a time. The players that spawn around him can rarely be killed before they have time to throw grenades, shoot an anti-tank weapon, or toss smoke to confuse the situation.

On the bad maps, a spawn killer sits in a single location and can kill players as soon as they spawn (preventing players from taking any possible action to get out of the situation). Some maps (Barbarossa's German Tank spawn shed during Base Assault, or the German spawn on Smolensk during Base Assault that gets ravaged by the pak40 that sits in the spawn) even allow a spawn killer to kill multiple players at the same time.

I have a strong dislike of maps that make it too easy to spawn kill. But I believe that spawn killing is part of the game (defend your spawn or get ravaged) in objective-oriented games like CTF / Base Assault. So I try to design things where you can spawn kill, but your reign of terror is going to be somewhat brief unless you are really good.
