I don't believe the Radeon 9200 is DX9 compatible. Start your game in dx9 bring down the console and type "r_rendererinuse" and see if it says dx9.

Nope it says DX7 mode. So I assume even if you set the mode to DX9 and start the game if your card doesn't support DX9 it switches to DX7? Is there a way to fix this other than just buying a new card? Or do I just not have the ability to make maps on this computer?

You HAVE to have a DX9 compatible videocard to make maps for CoD2.

If you would listen to the second half of what he said, you would know to open console and check the command to see if it is set to DX7 or DX9.
