Yes just change the efx.
level.rasta_cod2_rain = loadfx ("fx/misc/snow_light.efx");
There are more snow efx's in iw_07.iwd\fx\misc

Cold Breath in MP, I don't know maybe.You would need a different script.

Isn't this the script I put together for my destroyed village map? It's nice to see it works for CoD2 too.

For me the rain plays all over the level, but unfortunately also in my buildings. Almost like the roof doesn't exist (and they are structural brushes), I get raining indoors.

Raise the rain spawnpoint, so it's outside your house.

The rain works by making the rain appear a little above and in front of the player. So if you raise the height it shouldn't rain inside anymore.

What "rain spawnpoint"? Do you mean the position calculated in the script?

"pos = player.origin +(x,y,200)"

Maybe 200 is too low?

Changing that 200 to 500 fixed it. Although some areas don't display rain, but I'm assuming that has to do with the engine, sunlight areas and the behavior of the particular rain fx I'm using.
