You have no .arean file!!!

Should work fine after that [rocking]

And make sure they're in the same folder as the compiled map

You might have C:\

BTW... In your .gsc file you have:

game["allies"] = "american";
And then the model you want to use for 'Americans' as:
game["russian_soldiertype"] = "normandy";

Don't know if you can use a russian model as an american? If you have a .arena file, this might be what's wrong.

If all this doesn't fix it, Make sure!! you have the global_intermission!

is caused by not running your CoD2 with pure turned off. Go to "Start New Server" and set pure to "no". Then start your map by typing /map yourmapname in the console

if it's a TDM ,you put gametype "tdm"
