No point in debating this. I feel a mod requires a file, you feel it can be done through console. It's a matter of opinion I suppose.

A MOD requires you to MODIFY your game files. Since you didn't download anything to achieve this weapon, your game is still stock. You can have an empty /main folder and still get this weapon.
