Hey,
is there a programm out there that makes creating menus easier? Im kinda tired of modify my menus, launch cod2, wait around 30 seconds for this to see that the positions of the items are still wrong...

Firstly, the spam was probably not your fault. GoDaddy, the host for modsonline was, according to reports in the media, DDoS attacked yesterday by the hacker clan "Annonymous", and all the GoDaddy sites (literally millions) were offline. I myself couldn't access the site, and you posted right before it all happened. So, I will assume that is why the site spazed out.

Secondly, if only there was a program that allowed you to work on menus offline, would compile a full working men without the need for the game. It is, unfortunately, a dream that will never happen.

I feel your pain though. I have lost literally hours out of my life constantly reconnecting to a test server to see if a minuscule adjustment to a menu coordinate looks right or not, only to find out I have done the wrong thing. Menu work is perhaps the least rewarding aspect of COD modding, and is definitely the most tedious.

I am currently developing a piece of software that will allow you to develop the menu outside of Call of Duty

A fully compiled menu? That would be nice.

Chris_P, who was a prominent modder back in UO days (he made the merciless mod), and who went on to become a developer at Treyarch (he worked on World at War), made a small VB-based menu interface program which allowed you to work on menus offline, but it doesn't give you a fully compiled menu, just a template for adjustments. And, it only works with vCOD and UO. So, it is no good for COD2 onwards.
