You are asking difficult questions to answer easily, as both questions require a lot of background explanations to answer properly. So, I'm not going to answer them fully - just give you a head start:

I would suggest that for question 1, you go to the Openwarfare site, and register there. Then use their SVN repository and grab a copy of their powerrank code. That will unlock all items to level 55.

For question 2, you can't really do it if you want to use the stock ranked menus as you can't re-compile the 5 class menus needed. The PC compiler returns an error of too many menu items. How experienced/advanced modders got round it is to create a custom system which does away with the stock 5 ranked menus. It's what I did for Demon mod for COD4, which has a sniper-only feature.

Or, alternatively for both questions, use modwarfare and just disable all the weapons except the 5 sniper rifles. Everything is already unlocked in modwarfare.
